Tamils originated from south India and were brought to Sri Lanka by the British to work on tea plantations. This Tamil girl is wearing a traditional Tamil sari.
The stamp in the image was carefully placed by the sender to match the line of the image; early postcards like this often made the stamp a part of the artistry. This was sent to a collector, as the message in the back to a Mr. Johnson in Illinois reads: "Yes, I would like to have some more cards from you."
