On September 1, 1803, King Charles IV of Spain issued a royal decree to his domains announcing a special smallpox expedition to vaccinate Spanish-ruled inhabitants for free. The smallpox expedition arrived in Manila in April 1805 and began an important effort that helped drive the disease from the islands.
