The postal services in Japan once employed 400,000 people. It was an important part of Japanese state bureaucracy. This card is one a series depicting the postal services around the world in the early part of the 20th century, when mail services were becoming an important element in economic growth and communication around the world.
Things have changed recently. In 2003, a bill to replace the old Postal Services Agency of Japan with a public corporation was proposed by the Government. It took another 4 years and a general election before the system was privatized in 2007.
