Completed in 1871, Kaigan Dori Street was built along the waterfront of Kobe, one of the first ports in Japan open to foreign commerce. As warehouses were built, the street receded from the water. During the Showa era, an esplanade was built to accommodate docking boats. The link below shows a modern view of the street that was apparently in the background of the early image.
